Description

GENERAL ITEMS

9. APPROVAL OF THE APPLICATION FOR DRIVER EDUCATION ENHANCEMENT FUNDS TO PROVIDE AFTER SCHOOL AND SUMMER PROGRAMS FOR THE 2012-2013 SCHOOL YEAR
Description
Pursuant to Section 318.1215, Florida Statutes and Section 122-35 of the Sarasota County Code, a $5.00 surcharge has been added to each civil traffic penalty in Sarasota County to enhance the funding of driver education programs in public and nonpublic schools located in Sarasota County.  The funds are restricted to the enhancement of driver education programs and are to be used for direct educational expenses only.  Only driver education programs that require a minimum of 30 percent of a student's time spent in "behind-the-wheel" training are eligible to receive the funds.

Recommendation

That the application for driver education enhancement funds to provide after school and summer programs for the 2012-2013 school year be approved.

AGREEMENTS/CONTRACTS

10. APPROVAL OF THE CONTRACT BETWEEN THE SARASOTA COUNTY HEALTH DEPARTMENT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA TO HIRE RN'S FOR THE HIGH SCHOOLS
Description
This is a contract between the School Board and Sarasota County Health Department to hire additional registered nurses so that each high school will have a full-time registered nurse.  The Sarasota County Health Department is a state agency for indemnification purposes and that payment dates correspond with the School Board fiscal year.   

Recommendation
That the contract between the Sarasota County Health Department and the School Board of Sarasota County, Florida be approved.

11. AGREEMENT BETWEEN COMMUNITY REHAB ASSOCIATES, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY FLORIDA FOR PHYSICAL/OCCUPATIONAL/SPEECH THERAPY SERVICES FOR SCHOOL YEAR 2012-13
Description
Physical, occupational and speech therapy are related services required by both Federal and State law for students with disabilities.  Contracts with agencies such as Community Rehab Associates, Inc., assist in providing these necessary services when direct hire staff is not available.

Recommendation
That the agreement between the Community Rehab Associates, Inc. and the School Board of Sarasota County, Florida, be approved as presented.

12. AGREEMENT FOR MEAL SERVICE WITH CHILDREN FIRST, INC.
Description
Sarasota County Schools Food and Nutrition Services shall provide breakfast & lunch to the children enrolled in the Children First Head Start program at the designated facilities.

Recommendation
That the agreement between the School Board of Sarasota County Schools Food and Nutrition  Services and Children First, Inc. be approved as presented.

13. APPROVAL OF AFFILIATION AGREEMENT BETWEEN NIAGARA UNIVERSITY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This affiliation agreement is made between Niagara University and The School Board of Sarasota County, Florida, for the purpose of educating and training undergraduate interns.



Recommendation
That the Affiliation Agreement with Niagara University be approved as presented.

14. APPROVAL OF SECURITY GUARD INDEPENDENT CONTRACTOR AGREEMENT
Description
This form agreement is used when the School Board contracts with an individual to live on a school campus and provide after hours security services.

FIELD TRIPS

15. APPROVAL OF THE PINE VIEW SCHOOL SPEECH AND DEBATE CLUB FIELD TRIP TO NEW HAVEN, CONNECTICUT ON SEPTEMBER 20, 2012 THROUGH SEPTEMBER 24, 2012
Description

This is an inter-curricular Speech & Debate competition in which all qualifying students are invited to attend.



Recommendation
That the Pine View School Speech & Debate Club field trip to New Haven, Connecticut on September 20, 2012 through September 24, 2012 be approved.

16. APPROVAL OF THE BOOKER HIGH SCHOOL JROTC FIELD TRIP TO PARRIS ISLAND, SOUTH CAROLINA ON AUGUST 30, 2012 THROUGH SEPTEMBER 2, 2012
Description

This field trip offers Cadets an orientation to the United States Marine Corps (USMC) by visiting the home of USMC basic training at Parris Island.  Cadets will have the opportunity to experience the life of a 'trainee' by participating in limited training with the Marine instructors, visiting the USMC museum (which also covers a great amount of American military history) and by attending the pageantry of a Boot Camp Graduation.



Recommendation
That the Booker High School JROTC field trip to Parris Island, South Carolina on August 30, 2012 through September 2, 2012 be approved.

17. APPROVAL OF THE BOOKER HIGH SCHOOL JROTC FIELD TRIP TO THE UNITED STATES MILITARY ACADEMY, WEST POINT, NEW YORK ON SEPTEMBER 27, 2012 THROUGH SEPTEMBER 30, 2012
Description
This field trip directly relates to post high school higher educational opportunities, orientation to the United States Army and the Nation's military history.  Cadets will be offered an orientation to the United States Military Academy (USMA) at West Point by visiting the campus, visiting historic sites and attending a home football game.  Cadets will have the opportunity to visit the museum and walk the historic grounds. 

Recommendation
That the Booker High School JROTC field trip to the United States Military Academy, West Point, New York on September 27, 2012 through September 30, 2012 be approved.

18. APPROVAL OF THE RIVERVEIW HIGH SCHOOL FIELD TRIP TO INDIANAPOLIS, INDIANA ON OCTOBER 24, 2012 THROUGH OCTOBER 27, 2012
Description
Students are members of the Future Farmers of America (FFA) and a part of the Agriscience or Aquascience Program.  Students will be attending leadership conferences to build team membership, public speaking abilities, and learn important college tactics.  Students will also be attending a career & college fair that will allow them to interact with and obtain information from universities and colleges from all over the United States.

Recommendation
That the Riverview High School field trip to Indianapolis, Indiana on October 24, 2012 through October 27, 2012 be approved.

EXPULSIONS

19. APPROVAL OF EXPULSION CASE NO. 12-503
Description
On May 18, 2012, the student listed in Expulsion Case No. 12-503, violated School Board Policy 5.32, Zero tolerance (1)(j), Possession, Use, or Sale of Controlled Substances, and School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 5, 2013.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case 12-503, to expel the student referenced therein from the Sarasota County Schools, be approved affective immediately for the remainder of the 2012-2013 academic year.

CONSTRUCTION

20. APPROVAL OF AMENDMENT #1 TO THE AGREEMENT BETWEEN THE OWNER AND ARCHITECT FOR DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE BOOKER MIDDLE SCHOOL-HVAC RENOVATION PROJECT
Description

This amendment provides the Professional Services necessary to revise the design and scope of the project to 1) add an additional zone to the nine multi-zone units servicing the Teacher Planning areas, as requested by Facilitites, to prevent temperature control issues currently experience on other campuses and 2) convert the large Teacher Planning areas in each building into Computer Labs similar to Laurel Nokomis School and Sarasota Middle School.



Recommendation

That approval of Amendment #1 to the Agreement dated February 7, 2012 Between the Owner and Architect for Design and Construction Administration Services for the Booker Middle School - HVAC Renovation project be approved as presented.

21. APPROVAL OF THE DELETION OF BUILDINGS, PORTABLES AND SHEDS AT VENICE HIGH SCHOOL (BUILDING/PORTABLE/SHED NUMBERS ARE LISTED IN THE RECOMMENDED MOTION SECTION)
Description

The specified buildings are one-story buildings, portables and sheds are in the path of construction for Phase 2 at Venice High School.  The demolition value of these buildings has been proven by the Castaldi Formula calculation.  Funds for this demolition are available in the capital projects account.



Recommendation
That the deletion of Buildings 1, 2, 3, 4, 6, 7, 8, 9, 10, 11, 12, 21, 23, 31, 33, 34, 35, 36, 37, 38, 39, 30, 43, 46, 48, 49, 52, 53, 57, 58, 60, 61, 62, 63, 64, Portables 99-198, 99-263, 99-266, 99-288, 99-399, 99-474, 99-711 and Sheds 96-166, 96-221 and 96-254 at Venice High School from the F.I.S.H. inventory for demolition be approved as presented.

22. APPROVAL OF CONTRACT FOR CONSULTANT SERVICES FOR PAINTING AND WEATHERPROOFING FOR A THREE (3)-YEAR PERIOD
Description
The scope shall include consultant services for all types of painting and weatherproofing for projects as assigned by The School Board of Sarasota County for a period of three (3)-years.  On 7/24/2012, (Item #49), the Board authorized negotiations with the top-ranked firm.  On 7/25/2012 the Director of Construction Services and one (1) member of the Professional Services Selection Committee (PSSC) met with a representative of CMC-Construction Moisture Consulting, Inc. and successfully negotiated a contract.  This contract has been approved by the School Board attorney and is available for review at the Construction Services Department.  The estimated cost for these services for the three (3)-year period is $250,000.00.  Funds are available for these services through individual project accounts.

Recommendation
That the contract for consultant services for painting and weatherproofing for a three (3)-year period be approved as presented.

23. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $222,258.57 in gross contract dollars.

Included in these change orders are $51,944.23 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $48,956.82 result a net of $2,987.41 in sales tax savings.



Recommendation
That the Construction Services' Change Order(s) be approved and/or ratified as presented.

JOB DESCRIPTIONS

24. APPROVAL OF REVISED ADMINISTRATIVE ASSISTANT II/PURCHASING JOB DESCRIPTION
Description

Allow revision of  Administrative Assistant II/Purchasing job description to require a higher score on the Excel test.  Majority of the job requires creating and using Excel spreadsheets.



Recommendation
That the board approve the revised job description for the Administrative II/Purchasing position.

New Business
25. APPROVAL OF THE CHARTER CONTRACT AMENDMENT BETWEEN ISLAND VILLAGE MONTESSORI CHARTER SCHOOL, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The Island Village Montessori Charter School intends to expand its grade levels to include 9th grade beginning in the 2012-2013 school year. Pursuant to Section 1002.331, Florida Statutes, the school is authorized to expand grade levels. The amendment to the charter contract submitted for approval specifies the terms and conditions to serve students in grades Kindergarten through 9th grade.

Recommendation
That the amendment to the charter for the Island Village Montessori Charter School be approved as presented.
